Rauner vetoes bill on University of Illinois student trustee criteria

SPRINGFIELD — Legislation backed by the University of Illinois that would have permitted an undocumented student to serve as a student trustee was vetoed Friday by Gov. Bruce Rauner.

The legislation, SB 2204, amended the University of Illinois Trustees Act and would have allowed any one of three criteria, instead of all three, to be used to demonstrate residency to serve as a UI student trustee or be a candidate for the board.

Currently residency is demonstrated by three factors: evidence of the student's residence in Illinois for at least the three previous months, a valid Illinois driver's license and being registered to vote in Illinois.

"Senate Bill 2204 would allow a student to demonstrate residency by satisfying only one of these criteria — for example, just living on campus for six months before the election. Therefore, in effect, a nonresident could serve on the board," Rauner said in his veto message.
