Chicago City Council poised to approve $1.3 million settlement in fatal police chase

The Chicago City Council is poised to approve a nearly $1.3 million payment in a lawsuit filed by the mother of an 11-year-old boy killed in a crash during a 2013 police chase.

The settlement in the case filed by the family of Donovan Turnage is listed on Monday's agenda for the City Council Finance Committee, which routinely advances settlements to the full council for approval.

Donovan was in an SUV with his father and brother on their way to get haircuts four days before Christmas in 2013 when an allegedly carjacked minivan being pursued by police blew a red light and crashed into them on Halsted Street at Garfield Boulevard.

Rockie Douglas, the SUV driver, then carjacked another vehicle and got away, police said. Douglas was arrested on Christmas Eve 2013 in Milwaukee and was charged with murder in Donovan's death upon extradition to Cook County. Douglas also faces carjacking and robbery charges and awaits trial.
