South Bend landlord faces allegations of cheating renters

SOUTH BEND — Landlord Steven Kollar, the principal for Building Better Communities, LLC, and a number of other limited liability companies, is being sued by a number of tenants who claim he intentionally deceived them.

Kollar is alleged to have cheated tenants by charging them rent on and attempting to evict them from homes he didn’t own. The lawsuit also claims he failed to make promised improvements on the properties.

The case was filed by Judith Fox, a professor of clinical practice at the Notre Dame Law School and the head of the university’s Economic Justice Clinic. Fox has represented tenants facing eviction by Kollar in the past, and currently has other ongoing litigation against him and his company.

But Kollar, a pawn shop owner and landlord for properties throughout South Bend, said the case misrepresents his actions and the ownership of the properties.
