Dubuque officials recommend settling police excessive-force lawsuit for $50,000
Officials in Dubuque have recommended settling an excessive-force lawsuit for $50,000.
City Council members will consider the recommendation at their meeting Monday, according to agenda documents.
The citys share of the settlement is $10,500. The remainder will be paid by the citys insurer, Iowa Communities Assurance Pool, according to a memo to council members from City Manager Mike Van Milligen.
Dubuque police officer Ryan M. Clark arrested Korey A. Monahan, 24, in September 2014 after receiving a report of an intoxicated person on a Jule bus. Monahan threatened to punch Clark but later said she wouldn't hit him, according to court documents.
Clark told Monahan he would "
expletive) destroy" her and shoved her down on the stairs of the bus, according to court documents. Clark received a four-day suspension for using excessive force and foul language during the arrest.
Ugh. Thanks Officer Bleepmeat. Thanks to you roughing up a woman 1/2 your size Dubuque taxpayers now have to shell out money to pay for your antics. You do realize you disgraced the uniform of the DCPD, don't you?
