Former Delhi city clerk accused of stealing $165,000 waives initial hearing
MANCHESTER, Iowa A former Delhi city clerk accused of stealing more than $165,000 from the municipality has waived her right to an initial court appearance.
Angela J. Billings, 42, of Anamosa, was arrested Dec. 20 on two first-degree and one second-degree theft charges, all felonies, following the release of an investigative report by the Iowa State Auditors Office.
She is accused of making nearly $90,000 worth of improper, unauthorized personal purchases on a city credit card that city officials did not know existed, receiving nearly $70,000 in unauthorized payroll and receiving more than $6,700 in city water and sewer service that was not paid for. The credit card charges include calls to a psychic hotline, satellite TV, fitness equipment and weight-loss supplements.
Billings served as city clerk from March 2007 to January 2015. The state auditors office launched a special investigation in April 2015 after city officials discovered irregularities in city billing.
