Kansas union alleges state hospital workers unfairly denied 'exceptional' ratings

Kansas state government officials and the leader of an employee union remain at loggerheads amid alleged encroachment by high-level managers to keep Larned State Hospital staff from receiving superior ratings on annual performance reviews.

Three LSH employees informed the Kansas Organization of State Employees that their hospital supervisors rated them “exceptional,” but those determinations were overruled by central office administrators up the command chain at the Kansas Department for Aging and Disability Services.

Two mid-level hospital supervisors reported executives at KDADS were responsible for lowering staff ratings from exceptional, said Rebecca Proctor, the employee union's executive director.

In addition, Proctor said, an internal hospital document showed the systematic downgrading of exceptional ratings by agency administrators was discussed at an LSH management meeting in May.
