Crimes Against Humanity

Crimes against humanity. After reading the definition, it appears to be an act that harms a certain group or groups of civilian population, either by an individual or a group that conspires to do so. The people harmed could include people of a certain religion, ethnic origin, sexual preference, age, gender or economic levels. This leads me to wonder if Paul Ryan and Mitch McConnell could be guilty of this crime. I realize this is a stupid question, as Trump would just pardon them.
