Gov. Charlie Baker, who rode a no-new-tax pledge into the Corner Office, signaled yesterday he won’t support a Senate proposal to freeze the state income tax — instead of allowing it to roll back to 5 percent — to pay for a boost to tax credits for low-wage workers.

“The voters in 2000 voted to get the income tax back to 5 percent,” Baker told reporters. “The Legislature came up with the proposal to do it in a way that was, quote, affordable. That proposal’s been pursued for the better part of 15 years, and it’s worked pretty well.”

Baker’s comments mark the first time he’s directly addressed the Senate plans to stall the income tax rate, which currently sits at 5.15 percent.

The proposal, however, may not reach his desk for consideration anyway. House and Senate leaders are scheduled to start meeting privately to hash out differences in their budget bills, and following a rare request from the House, the Supreme Judicial Court is also weighing whether the Senate had the authority to make the tax changes in the first place.

Tax rebates under our former Republican governors did not help the state's fiscal health at all.
