BOSTON —Gov. Charlie Baker and Bella Bond's biological father are speaking out after a new report says child protection workers failed the little girl we all once knew as Baby Doe.

A state report released Wednesday said child protection workers failed to thoroughly investigate earlier reports of neglect involving Bella after her body washed up in a plastic bag.

The report from the Office of the Child Advocate, an independent state agency, was critical of the Department of Children and Families in its handling of 2012 and 2013 complaints against the little girl's mother, Rachelle Bond.

"I'm angry. I'm furious. I'm sad. I'm grieving big time," Bella's biological father, Joe Amoroso, said.
