BCA: No body camera footage of deadly law enforcement shooting at Minneapolis parking garage

 There is no body camera or squad car footage of the deadly law enforcement shooting of a man at a Minneapolis parking garage according to the Minnesota Bureau of Criminal Apprehension.

According to the BCA, the U.S. Marshal Service does not allow the use of body cameras for officers serving on its North Star Fugitive Task Force. There is no squad car footage of the incident.

Thursday afternoon the task force was attempting to arrest a man, identified by family as Winston Smith, who had a warrant for felony firearms violation. The encounter occurred on the top level of the parking ramp in the 1400 block of Lake Street.

At one point, a deputy from the Hennepin County Sheriff's Office and a deputy from the Ramsey County Sheriff's Office both fired their guns, hitting Smith. Authorities say evidence shows that he also fired his gun from inside the vehicle. Investigators say they found a handgun and spent cartridge cases inside the driver's compartment.

Authorities said there is no squad camera footage of the incident. The deputies involved also weren't wearing body cameras, because they were operating under the rules of federal law enforcement agencies, which don't allow the devices, according to the BCA news release. However, the Department of Justice announced last October that it changed its policy to permit state, local, territorial and tribal task forces to use body-worn cameras "while serving arrest warrants, or during other planned arrest operations, and during the execution of search warrants."
