Cuomo to roll back solitary confinement administratively

Activists for HALT, a law that would dramatically scale back use of solitary confinement in prisons, went home disappointed following a week-long hunger strike at the Capitol.

HALT Solitary Confinement Act had passed the Assembly last year and state senators have called the issue a “top priority” on the criminal justice reform front.

Both houses had enough sponsors to pass the measure, but talks fizzled after the governor raised concerns about the cost of implementation.

In a joint statement, Gov. Andrew M. Cuomo, Majority Leader Andrea Stewart-Cousins and Assembly Speaker Carl E. Heastie expressed disappointment that they were unable to find consensus on HALT bill.
