Buffalo anti-poverty agency pays Texas consultant $1.7 million

One of Buffalo’s largest anti-poverty agencies paid $1.7 million over the past seven years in a series of no-bid contracts to a Texas consulting firm for help running its Head Start programs.

Last year proved the most lucrative for J. Walker Enterprises, which received $463,950 from the Community Action Organization of Western New York, according to annual reports the agency filed with the IRS.

“I work on program design, where the rubber meets the road, making sure children are getting what they need,” said Jon L. Walker, the company’s CEO.

The CAO’s Head Start program in Erie County ranked among the lowest 10% of Head Start programs in the country last year, based on federal classroom observations.
