This was happening in California. People who make money from being guardianship would go looking for a certain person.

elderly (but not suffering from dementia)
Lives alone
owns a house
has a decent amount of pension or savings.

They would identify the person, go to a judge, file for guardianship, judge would rubber stamp it.

they show up at the elderly person's home, inform them that they were taking over their accounts. Give the elderly person a small
allowance or have them committed. and proceed to ransack their assets.

There was as an expose... one particular judge was rubber stamping the operation.
