Hansel has 21 prior arrests, was not held for most recent two arrests (1 for petty theft, the other for either exposing himself to a mother and two children or for not her child endangerment-type charge).
These charges are apparently no longer charges where the arrestee has to post bond-due to bail reform in NY..
Hansel is likely a person who is mentally ill, and his mental illness most likely is untreated. He was again released after this arrest.

Assaulting someone waaaay older, or waaay younger like toddler, kids particularly before they sprout up in tween, or teenage yrs. And in general someone in adulthood who's waaaay smaller (although there's the rare martial arts person of any statue).

It's horrific, violent bullying!
