HARRISBURG Gov. Josh Shapiro is scheduled to deliver his first budget address late Tuesday morning before a joint session of the state House and Senate, an appearance that will set the tone for months-long budget negotiations with lawmakers.
Mr. Shapiro, a Democrat who once served in the House and most recently was state attorney general, was sworn in Jan. 17 and has already disclosed some of his planned spending proposals. That includes a tax credit for recently certified teachers, nurses and police officers professionals generally believed to be in short supply across Pennsylvania.
The Shapiro administration said Monday that his address will feature a number of guests from around the state, including Jess Porter, a third-grade teacher in Pittsburgh, and Freddy Notue, a first-year apprentice with Iron Workers Local 3 in Allegheny County. The administration said Mr. Shapiros proposed budget will be centered on common sense solutions to the challenges so many Pennsylvanians face every day.
Veteran lawmakers said they expect Mr. Shapiro to emphasize education, economic development, infrastructure and public safety. One of them, longtime state Rep. Robert Freeman, D-Northampton, said Mr. Shapiro is going to give us a dynamic budget proposal.
