Can Citizens That Feel That Their Health Was Put At Risk Sue The Legislature?

Do we have any lawyers/legal experts in this group? Is there an avenue for suing the legislature for disregarding health risks/putting the health at risk of certain classes of individuals?
I am guessing that there isn't much to be said for those who could have requested an absentee ballot but didn't, but these are the 2 threads I'd like opinions on:

1. Poll workers themselves. They're probably being put at great risk (unless they are supplied with N95 masks that no one can find anywhere or something).
2. Any citizens who feel disenfranchised because they DID request an absentee ballot by 4/3 as required but did not get their ballot by 4/7 and so could not mail it back on time and only had the option left of not voting or endangering their health.
