before election day. All voters, absentee or not, can get up to 3 ballots if they make mistakes. Formerly, an absentee voter could change their mind and show up at the polls with their absentee ballot package and exchange it for a fresh ballot that day. Not sure what the impact of this decision is on this.

Absentee ballots are never processed before election day, so I was confused by their definition of "counted".

Apparently the guidance from the Bipartisan Elections Commission was going to allow people to go back to their municipal clerk before election day, spoil their ballot and cast a new one if they changed their minds.

This means that once the ballot has been sealed into an envelope with the voter's signature, the witnesses signature and returned to the Clerk, the vote is considered cast and is irretrievable.
