Via Rail Canada Inc., operating as Via Rail or Via, is a Canadian Crown corporation that is mandated to operate intercity passenger rail service in Canada.

Recognize distinction between passenger and FREIGHT rail transportation.

The Minister of Labour's announcement also applies to federally regulated private sector industries, including freight rail:

Minister O’Regan announces final regulations to bring 10 days of paid sick leave into force:
https://www.canada.ca/en/employment-social-development/news/2022/11/minister-oregan-announces-final-regulations-to-bring-10-days-of-paid-sick-leave-into-force.html

List of federally regulated industries and workplaces:
'railways that cross provincial or international borders and some short-line railways'
https://www.canada.ca/en/services/jobs/workplace/federally-regulated-industries.html

In short, Canada's freight rail workers have paid sick days.

And this Canadian -who has ridden over 100,000 miles on both VIA & Amtrak- does in fact recognize the difference between freight & passenger rail.

The tweet was meant to throw some well deserved shade .
(in this case against all repub senators who today voted down paid sick leave for US rail workers)

wanted to point out to the general U.S. public (as railroads surely did, when they sought removal of passenger rail from much U.S. rail regulation.)

GOOD for Canada's freight rail workers.

I've added a footnote to my OP to clarify.
