Which MD Democratic US House Member is a stronger candidate for the US Senate? Raskin or Sarbanes?

MD-3(Sarbanes-D)
2016(D+9) 63-34
2018(D+13) 69-28
2020(D+13) 70-30
2022(D+10) 60-40
From 2016-2022,
MD-8(Raskin-D)
2016(D+11) 61-34
2018(D+14) 68-30
2020(D+14) 68-32
2022(D+29) 80-18

MD-8 is now a very safe Democratic district.
MD-3 is now a likely to safe Democratic district.

If Raskin(MD-8)decides to run for the US Senate. A generic Democrat will suceed Raskin in the US House.
MD State Senator William Smith(Montgomery County) chairman of the Judicial Proceedings committee. Smith succeeded Raskin in the MD State Senate. Smith will be the 1st African American to occupy MD-8CD in the US House of Representatives.
If Sarbanes(MD-3)decides to run for the US Senate. Democrats will need Jon Cardin to suceed Sarbanes in the US House.
MD state Senator Guy Guzzone(Howard County) chairman of the Budget and Taxation Committee and former Majority Leader of MD State Senate.
If Raskin becomes US Senator, MD will have 2 progressive US Senators from MD-8(Montgomery County)(Raskin is more progressive than Van Hollen) MD will have 3 African American US House Members. Glenn Ivey(MD-4), Kweisi Mfume(MD-7) and William Smith(MD-8)
