It's said 100% precincts for a few days now, but that just indicates that they have data from all of them. The "partially" indicates that the data is still incomplete.

(Friday)...it usually takes a couple of weeks to get a final vote tally here.

Right now they are either

CCU
County Canvass Update. Returns are updated as county elections officials process vote-by-mail, provisional and other ballots during the 28-day post-election canvass period.

100%'of precincts is not the same as 100% of votes. California law dictates that Vote By Mail ballots postmarked on election day have three days to arrive for tabulation. Three days from election day meant Friday. There are mail and provisional ballots yet to be counted if they arrived late Friday afternoon, for example.
