It remains to be seen to what extent this ideological alignment will translate into practical actions. However, in Brasília, the federal capital, Yamandú Orsis victory in Uruguay was highly celebrated.
According to one of Lulas government insiders, this changes the dynamics and will enable much closer political dialogue. Another insider highlighted that it represents greater alignment and a renewed sense of purpose in South America.

Government insiders expect Yamandú Orsi to have Mujica, who governed from 2010 to 2015 and whom Orsi calls his "maestro" (teacher), as a key advisor. Specifically, they mention the prospect of joint action within Mercosur. Lula was among the first leaders to congratulate Orsi on his victory and one of the first to call him on Monday, November 25.
Privately, a diplomat noted that there is now support from "3 out of 5" within the bloc. This refers to the fact that the governments of Brazil, Uruguay, and Bolivia (under Luis Arce) will be more aligned against the advance of Javier Mileis ideology from Argentina. However, Bolivia still lacks decision-making powers within the bloc.
Beyond this, Brasília envisions closer cooperation in organizations such as CELAC (Community of Latin American and Caribbean States) and the Brasília Consensus, an idea launched by Lula during his third term and drafted in conversations with Pepe Mujica.
