I was in the women's purse section, and I found a little black leather zippered bag with a long strap. I put my cellphone in it, and it was almost a perfect fit! Actually, it was a great fit, with just enough space to tuck in a dollar bill or two, and maybe a little change. I had to adjust the strap to fit me comfortably, but that was pretty easy. So now I have a phone bag I can hang around my neck and tuck under my sweatshirt or jacket.

Plenty long enough for a phone.
The only problem is that a phone is heavier and might bang around a bit, but if I stuff it under my sweater or hoodie, it stays put (and won't be snatched).

it's plastic though. But it has a ziploc type of closure, a clear window to see your phone and an adjustable closure.
