Insiders probably all trade on the earnings, but they're not supposed to.

Announcing earnings during trading hours could cause sufficient price fluctuations to trigger trading limits imposed by the exchanges.

And I think (not entirely sure) the exchanges themselves require it to prevent price manipulation.

Basically to temper the heated buying and selling in reaction to good or bad news.
