and disabled and poor and needy students can get vouchers to go there. Private schools are not regulated in any way.

I believe that public charters can be thematic (like music), but not church related. OTOH, I believe that the state is trying to allow vouchers so parents can send kids to a church school. That is being challenged in court (again). Florida lost this once under Jeb.
If I can find links or something I'll post them, but I think that's how it works.
