Five years before that, at the Sorbonne in Paris, Emmanuel Macron had declared: "We cannot talk about a Europe of Nations all the time". Historically, the Franco-German convergence of interests towards a single European state was not so apparent; on the contrary, it was the product of a constantly shifting balance of power. But the current architecture of the global and European systems means that for the first time in history, Berlin and Paris, Europe's two most powerful centers of power, are speaking with one voice: Europe should move towards a superstate.
