Keeping an eye on Islamic people who have long wanted to separate from Christian Russia (such as it is, they got rid of Jesus and kept the superstition) become a lot less stable. Add to that an opportunist gang of randomly bloodthirsty terrorists, and this is what you are going to start getting.
