... NK and Russia. Access with material for Russia for hard currency for NK (the Kim family). NK is keeping their best in NK to to garrison against possible civil unrest. 10k to 15k "battle hardened" cadres will not make a splash in a standing army of the size of NK, particularly since the best armed most ideological trusted troops remain in NK.
An army with a track record like Russia's is not the teachers I'd want for my troops.

low on cannon fodder, but hadn't considered the divinity of Kim Jong Un in the game.
Hope the Joint Chiefs are on to this.
