I've done a bit more Google searching with no good result. Other than the fact that Romania totally banned contraception and abortion.
The unwanted babies dumped into orphanages were the sad outcome of that.

Because the Romanian birthrate was falling, the Romanian communist government enacted a measure known as Decree 770, outlawing abortion and all forms of birth control. It's hard to find details about how it was enforced, but a Wikipedia article on Decree 770 includes this:
To enforce the decree, society was strictly controlled. Contraceptives disappeared from the shelves and all women were forced to be monitored monthly by a gynecologist.: Any detected pregnancies were followed until birth. Secret police kept a close eye on hospital procedures.
