I find it a decent enough phrase to use in regards to a situation like this. Because I have known a few children like Santos who felt he/she had to lie about everything because they felt embarrassed about their place in life, or their lack of riches, or popularity. And, most actually stopped doing this as they aged. But a few became like him, always lying about anything and everything to seem important, or respected, or popular. The desire to be those things outweighed their responsibility to themselves and to society at large. Since he has basically refused to admit any of his lies, he is beyond hope at this point and should be removed from any placement of responsibility and also assessed as to his competence in public. But, that is just me.
