Here's the feral shelter my nephew made. I added some 'flourishes'

At first I set it up on some pavers to hopefully keep it above any ponding water. I made makeshift 'stairs' from a plank of wood and a brick. Now even the smallest kitten can get out, and most importantly, get in. Then I used the top to a big plastic tub as a second roof that adds a little more protection from the rain. It's secured with a very heavy (for me) paver. The inside has lots of straw that I will be changing out, as needed. I did move that paver to a better position, towards the center. All it needs, now, is a Red Dragon decoration.

I think they should be cozy. Now I'm looking for another or even bigger one of these to repurpose.

a cheap alternative is a keyhole saw. Start the hole with a drilled hole and 'work in' the circle.
