US Senate voted overwhelmingly to repeal Gulf of Tonkin Resolution which had authorized the president “to take all necessary measures to repel any armed attack against the forces of the United States,” -used by Pres Lyndon Johnson-absent a formal congressionl, & constitutionl, declaration of war, to justify open-ended pursuit of war in Vietnam. http://bit.ly/16urJuL
