Lots of governmental bodies open with prayer. They can get away with it if the prayers are offered by someone else ("chaplain" ) and if the group of "someone elses" is open to lots of different religions and is not a mandatory part of the governmental session.
It may be outrageous and ridiculous but it isn't illegal under current law.
