NC Gun Laws Changing

http://www.twcnews.com/nc/triangle-sandhills/news/2015/11/30/nc-gun-laws-changing.html

The Amend Firearms Act, which is meant to loosen some gun restrictions, underwent tough scrutiny and a lot of debate in the legislature. Ultimately, some of the most contested measures were removed, including an attempt to do away with the state's pistol permit requirement.

“We have to understand that our pistol permit law is actually a leftover Jim Crow law intended to deny firearms to minorities,” said Paul Valone with Grass Roots, NC. “Sheriffs have been using it to arbitrarily deny permits for decades.”

...

Under the law, the pistol permits will now become standardized across the state. It also limits the information the sheriff can require before issuing the permit and says that the sheriff may only look five years into the conduct of an applicant’s background during the process.

Yet another pro-2A victory.

away at existing gun laws. That's sort of my spin on the whole tick tock thing.

Had a similar story today about the fact that Michigan eliminated its three-person screening boards that previously held the power to deny a concealed carry license even if the person passed the statutory requirements for obtaining a license: http://www.theguardian.com/us-news/2015/dec/01/michigan-gun-control-boards-law-eliminated

Is a very odd law in a very pro gun state. At Least now with standardization, the sheriff won't be able to just "deny" someone he personally don't like from getting a PURCHASE permit.

for living in NC less than six months (after moving back to take a new job), even though I was born here, was 33 without even a single speeding ticket, and state law *doesn't* require you to be a resident of NC for any length of time before you can buy a gun. It was just a personal quirk of the sheriff, but under the old law he could deny anyone for any reason (the original intent of the law being to deny based on skin color, without saying so) and he did. It was moot because I was applying for an NC carry license, which supersedes the purchase permit since the requirements are stricter, and the sheriff could *not* impose arbitrary restrictions on a CHL.

Also, keep in mind that the NC legislature hasn't always been very pro-gun, even though the people certainly are (and increasingly vote the issue). As late as the 1990s, the Brady Campaign ranked NC as having the 13th strictest gun control laws in the nation; until our carry law was finally reformed, it was easier to get a CHL in Massachusetts than here. Even now, it is a crime to even have an unloaded gun locked in your vehicle's glove compartment while traveling in NC, unless you have a CHL.

And I utterly despise "may issue" style laws for ANYTHING, for the very reason you quoted. NC is an odd state in that regard.
