If you don't have access to a computer (which many in this benighted state don't)
you mail a 'REQUEST' for an absentee ballot to the Sec. of State's office.
Oh, you have to have an 'excuse'.
Out of town, disabled, whatever.
You lie.
Three 55 cent(?) stamps.

You get the ballot.
To actually vote you must include a copy of a photo ID.
IF you have one, but don't have a copier, you pay to have a copy made.
If you don't have one and can't get one then forget it.
You get no vote.

If you get the copy of your ID, now you have to either get your signature on the ballot notarized or signed by two witnesses.

There are three different envelopes involved; it's pretty complicated as to which form (3) goes where.

Once you jump through all those hoops it's another three stamps to mail that whole package back in.

That amounts to a poll tax.
And the whole process deters many voters in this state.
Likely Democratic voters.
That's how repugs maintain control here.
