The indictment was damning enough: A former police chief of Biscayne Park and two officers charged with falsely pinning four burglaries on a teenager just to impress village leaders with a perfect crime-solving record.

But the accusations revealed in federal court last month left out far uglier details of past policing practices in tranquil Biscayne Park, a leafy wedge of suburbia just north of Miami Shores.

Records obtained by the Miami Herald suggest that during the tenure of former chief Raimundo Atesiano, the command staff pressured some officers into targeting random black people to clear cases.

Just one data point, but is there any doubt this sort of thing is a lot more common?

of racist behaviour is NOT AN ANOMALY in this country. Generation after generation, white racist bullshit to contend with up to and including death by racist police and citizens alike.

... he was a small town top cop trying to be "perfect".

That sort of overreach will not fly.

But in big cities where it's understood there are going to be plenty of unsolved crimes, they improve the statistics a little.

There doesn't even have to be an explicit conspiracy, just have it understood that collars resulting in convictions are good for a cop's career.

And likewise the racism is often systemic rather than explicitly ideological. After all there are times when white people are framed by cops for various motives.

But when it's just a matter of improving one's statistics, so much easier to get away with doing it to blacks.
