Here's his description:
The only parts of the book that I remember are that there is a computer in orbit around a planet that controls the planet's inhabitants' thoughts to keep them from thinking about ideas that could hurt the society (war, for example). A kid in a wheel chair (hover chair?) figures this out over time in a library and knows the orbiting computer is breaking down and needs to be repaired.
Not ringing any bells for me. You?

by Orson Scott Card? Similar plot to the one you described.
