They increase the mass and rotational inertia of the bow, so that it resists twisting and torquing during the draw, hold, and release. The bow becomes a more solid platform to provide consistency for the archers' shots.

to that at the release point. I have a old compound bow; its draw weight is 65#, but it’s hold weight, at full draw, is 30#.
