I think, that's why the concept of "sin" is so powerful as a tool for controlling people: Moral decisions automatically get outsourced to the authority-figure.
(Also, it wasn't Cain who decided "I did something horrible, this must be a sin." It was God who decided "You did something horrible, it must be a sin."
