Can anyone give me any info on this?

As in, where did it come from? Is it genuine? Real DOD or DHS stuff? The links provided at the top are somewhat strange, the first one gives me a website security certificate error and I can't navigate to it. The second one works but many of the links on that site give security certificate errors as well. General Dennis J. Reimer retired in 1999. The whole thing seems fishy and strange, but at the same time it's incredibly detailed and I see no obvious spelling/grammatical errors etc.

populations might be resettled, POWs are interned, and at the least there will be some counterinsurgency. We were told many elements of this stuff back in basic training during Vietnam, and it's basic Army rules for after the battle (assuming we win).

Do you see something darker here? Perhaps plans to intern the US population under marshal law? Maybe just San Francisco?
