America is in debt trillions of dollars for Bush's wars, which was the plan. Debt is their business model. You cannot have "austerity" and disaster capitalism such as Michigan's Koch brothers "tea party" governor's "emergency manager" smash-and-grab without debt. The entire country can be smashed with this war debt, and it's not being discussed AT ALL. It will, eventually, when it's time to pony it out and tell everyone why "there's no money" for programs for the citizens of this country.
(Taken from my reply in another thread. Wanted an easy-to-find "told you so". Thoughts? And credit where credit is due: "Debt is their business model" is from The Illuminator crew's work, and the revelation that "sequester" etc. are only distractions from this debt, from a facebook meme.)

There might be some deliberate long term strategy on their part.
Mostly I think it's just capitalists asking themselves "How can I get alot of money right now?". Since they own the politicians, too often the answer is they get money by looting the public treasury and running up public debt.
Americans have thought for a long time that we have a pretty high-quality democracy. But it's becoming clear this is just your basic banana republic and those are the rules that apply.
