You can't stop rape by controlling the (potential)victims. You can stop rape by stopping the rapists.

Instead of telling the fraternities that they would be suspended or fined if they have the parties, or at the very least, if there is alcohol at the parties, they would rather restrict the behavior of the potential victims. I bet they haven't even thought of preventing this kind of behavior by cracking down on what the fraternities are doing, but automatically think to create a less 'target-rich' environment! They cannot fathom that the best way to prevent a guy from shooting someone is not to tell possible victims not to walk past him, but to take away his gun. If they are afraid that fraternities make rape possible, they should disband the fraternities, not give the sororities house arrest!
