this: most Americans feel a lot better about how their cities, towns, and local counties are governed today than they did just fifteen years ago.

There is a new and better way of governing emerging from our cities and local governments:

Performance management
Customer service technology like 311
Collaborative circles of caring people making decisions based on evidence rather than on a hunch
