Because an anglo governmental persons came up with the description. Even though there are actual separation of nationalities we are all dumped into one. This highly skews the results. This I know because I am American of Mexican Decent and we highly outnumber the trump supporters of all "Mexican American's" that I know. I apologize but I forgot to add my Census.gov description:
"OMB requires federal agencies to use a minimum of two ethnicities in collecting and reporting data: Hispanic or Latino and Not Hispanic or Latino. OMB defines "Hispanic or Latino" as a person of Cuban, Mexican, Puerto Rican, South or Central American, or other Spanish culture or origin regardless of race."
