He could probably lend her some money to make payments for the rent, medications, food, and other trivia like that, should she run short of cash while waiting for her next Social Security check (like millions of Americans will as Soc Sec gets squeezed further and further). Totally clueless.

He throws in an implied warning that if Soc. Sec. check doesn't arrive, anyone who complains should be investigated as a fraudster. Make them wait, watch the old, sick, disabled suffer more. The prospect, if he can imagine what life is like for the less fortunate, probably delights the little POS. Un-damn-believable.
