I always looked at it as advertising for the band. If we like what we hear, we go buy their album, merchandise, and maybe see them in concert.

They do get paid, persons hears song on radio, person likes music they hear, person goes to buy album.
Except as mentioned, rare that there are actually songs on terrestrial radio and mose just download the songs. Same principle. SirusXM pays to play the songs

BMI & ASCAP both collect from radio stations and commercial uses of music like at roller rinks and some DJs.
