"You can't make a silk purse out of a sow's ear" is an idiom meaning you cannot create something refined or highly valuable from inherently poor or crude materials. It implies that no amount of effort can fundamentally improve something that is intrinsically flawed or of low quality to begin with.

She doesn't get that she was really hired to bury it and she is doing exactly that. The powers that be at CBS want her to fail, but not as fast as would happen if she gets out there and spouts off about herself and the great things she's doing. They want her to quietly fail and bring down the news division in a way that saves face for them.

Her true talent is in repelling people and turning them away from whatever she is associated with. They are using her best talents against the unprofitable news division.
