The police will need to follow up on that report and might want to wait to see if any additional people step up with similar theft allegations. That may even be worse for the thief and family since they will live in limbo worrying what punishment they might face.

There is no doubt that the son is guilty, but I didn't see a legal reason to charge the mother. It isn't against the law to be an asshole and horrible parent. It may be in the son's best interest if mommy isn't able to make the monthly visitations while he is in prison, though he will likely receive probation if he has no prior convictions.
