Do not have any sort of admission restrictions now anyway (if they ever did).

It does beg the question if it is appropriate to have six state universities in Mississippi for example vs. the three in Iowa (the two states have nearly the same population). Is there a need for both Jackson State and University of Southern Mississippi? Are the two Masters granting schools (MS Un for Women and Miss Valley) necessary?

There are compelling historical reasons to maintain these other universities, but it could be argued that there is some loss in efficiency.

There are no "black only" schools. Only 75% of students at The HBCUs are black. Better than 10% of students at HBCUs are white. If a white student wishes to attend an HBCU, they are able to as long as they meet the academic admission requirements.
