'Bubba" is a well known nickname for Bill Clinton. And the reference made here is probably to Trump's efforts to be all palsie and schmooze the former president during an earlier period. (remember the Trump invite to the Clinton wedding?)

Crude locker-room language with derogatory intent ... But that's probably about the extent of it.
