Trump isn’t going to leave office without first pardoning his administration and himself (or resigning and letting Pence pardon him).

He will weigh the bad optics of resigning to get a guaranteed pardon vs gambling that a self pardon will hold up and appearing strong to his base. He will sell the mass pardons as “stopping the next Democrat [sic] witch hunt before it starts.”
